Phoenix Police Chief Harris Reassigned Over
Kidnapping Reports
In the wake of revelations of inaccurate City of Phoenix kidnapping statistics used to win federal
grant money, Public Safety Manager Jack Harris was reassigned and removed from the “day-to-day
operations” of the Phoenix Police Department. The change in the chain of command will be in
effect until the city completes another review of the statistics that gave Phoenix the reputation of
being the “kidnapping capital of the world.” Executive Assistant Chief Joe Yahner is taking over the
day-to-day operations of the Phoenix Police Department as acting police chief. Phoenix City
Manager David Cavazos acknowledged at a press conference today that some of the kidnapping
statistics that were submitted to win federal grant money were “mislabeled.”
